Not only are regional field offices of the US Capitol Police (USCP) a bad idea (and a foot in the door for federalized police), but it seems to me that the existence of a police force administered by and accountable to Congress is itself unconstitutional. Article I of the US Constitution specifies the powers of the legislative branch of the government. Nowhere in that article is there a mention of law enforcement. No, that is specifically reserved for the executive branch as specified in Article II, Section 3:

… [the President] shall take Care that the Laws be faithfully executed …
